Engineering Council CEng Application progressed to Professional Review Interview

Kindly help provide clarification about the following:

Is it customary for CEng applicants who are progressed to Professional Review Interview to "particular attention to Competence C in preparation for their PRI"? Or is it when an applicant does not demonstrate sufficient Competency C in their application?

It probably does suggest insufficient or unclear evidence of Competency C - I hadn't heard of this happening before. I would say that despite this the applicant mustn't forget the crucial A and B competences as well!
