Recently, the government of Ontario in Canada now welcomes experienced engineers from other countries (without Canadian experience) to fill vacant opportunities there.
This is just for Ontario; I don't know what operates in other regions in Canada, hopefully they will follow suit.

The simple answer is no, you need CEng - see https://www.theiet.org/career/professional-registration/international-professional-registration/international-professional-engineer/#:~:text=IntPE%20is%20the%20title%20awarded,a%20number%20of%20members%20jurisdictions.
Am I eligible?
You need to be an IET Member who is registered as a Chartered Engineer (CEng) with the IET.
Your qualifications must include an accredited degree or equivalent.
You need seven years of post-grad experience and two years of responsibility for significant engineering works.
You must be maintaining continuous professional development to an appropriate standard.
