Basically, you will need to;
Check your academic qualifications,
Prepare your CEng application using the IET’s Career Manager, and
Follow the step-by-step guidance provided within IET’s Career Manager.
Make sure you understand the UK-SPEC competencies and clearly demonstrate how you meet them in your Statement of Competence.

A really good document to accompany UKSPEC is this comparison document. Lots of examples of how you might demonstrate the required competencies. There are off course other options as the list is not exhaustive.

Or, if you have several years of professional experience, and may be ready to apply but need help and advise on completing the application, then an IET Professional Registration Advisor (PRA) can help https://www.theiet.org/career/professional-registration/getting-help-with-your-application/find-a-professional-registration-advisor They will help you with all the issues in the other answers above, specifically for your experience and application.
PRAs and Mentors are IET volunteers, they are free and keen to give whatever advice you need, do use them!
