Light powered from overhead power cable. How does it work?

Hi All

I'm in Saudi Arabia and there are power cables here with red lights suspended from the power cables, apparently powered from them. They seem to have an insulated cable slung below the power cable joined at one end. The light looks lke a neon.

Sounds like you mean Balisor system, power directly taken from OHL -HV cable ,
