Legal protection of CEng Title outside of UK

This European Organization call  its Members " European CHARTERED Engineers " but the Engineering Council is NOT present in their Members list

So I wonder whether ANYONE may use the denomination " Chartered Engineer " outside the UK or not .,

    Sure ! But I would like to know what is the thought of  the Enginerring Council about this situation .Is the EC able to protect its Professional

    Titles outside the UK or not ? In other words,  the Professional Qualification "Chartered Engineer" may be used by anyone outside the UK or not ?

    Please give an official answer .
