Legal protection of CEng Title outside of UK

This European Organization call its Members " European CHARTERED Engineers " but the Engineering Council is NOT present in their Members list

So I wonder whether ANYONE may use the denomination " Chartered Engineer " outside the UK or not .,

If you want official, try having a read of The European Communities (Recognition of Professional Qualifications) Regulations 2007 http://www.legislation.gov.uk/uksi/2007/2781/pdfs/uksi_20072781_en.pdf and DIRECTIVE 2005/36/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 7 September 2005 on the recognition of professional qualifications http://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX:02005L0036-20140117&from=EN

Realistically, there is nothing that the EC could possibly do if someone decided to call themselves a "Chartered Engineer" outside the EU, since these laws and directives would not apply there.
