I use a target spot of gaffer tape or similar to make a non-skid start in smooth surfaces if a masonry nail as centre -punch is not appropriate. Also sometimes a quick whizz with hammer action off to break the 'glaze' of the surface - there are a few variations on the theme, it rather depends on the cost of the surface, and how ragged a hole is acceptable.
