Gas Engineers changing Thermostats & Timers?

If a Thermostat or Timer needs to be changed, can a Gas Engineer carry out this work?

Or does it require a MWC?

On our Housing EICR's a Limitation is declared, that no Central Heating controls are tested past the Fused Connection Unit.

    If you mean legally, anyone can do it.  It might be wise if they are doing it as a business for them to have some technical training before hand.

    For that matter anyone can fill out an MWC - though it seems that some are better than others at doing so.
