Not so. Rumour control says the pointed heads at JPEL changed the interval from 3 months to 6 to coincide with the twice yearly clock changes as popping the test button on the RCD will make it necessary anyway to reset the clocks.
Clearly Joe and Josephine Public are still totally unaware about the need to periodically test their RCDs.
