With the growing number of foreign website operators, operating online websites, that clearly steal Proprietary Data from Government and Private organizations, there is a growing and now critical need to start Black-Listing websites by jurisdictions. Countries urgently need to develop their 'Firewall' of accessible websites, and add websites to this list that are clearly undertaking online abuse of regulation and personal matters.
This list of Black-Listed websites should also be available publicly, on a related government body website, such as blacklisted.cyber.gov.au, and include the date, and particular offence that the website has undertaken for their Black-Listing. For example, UTR Tennis could be Black-Listed for stealing propreitary data of Australian Sports Commission and listed on the website as:

So, the public has the safety of knowing that any such offensive websites are operating in their country and they are not going to be a victim of any cybercrime from overseas operators.
Clearly, in the name of an open and accessible 'Internet' websites from foreign operators should not be allowed to break the law and violate personal privacy etc., and if they do so, they would not be providing such services within the violated jurisdiction. Too much leverage has been given to some operators, who in the name of having a 'Free Internet' are simply creating opportunities to break the law, and being based overseas, keeps escaping any jurisidictional validation of their organizational activities.
The need to mitigate this, would certainly be met, when a National Black-Listed Website is formed that addresses such issues, by Black-Listing websites, that are in violation of their respective laws. Not all websites on the Internet, are valued, and unlawful websites, should thereby, be publicly listed with reasons, and added to the Black-Listed websites, that cannot be accessed from such jurisdiction.
