I have been today (yes a Saturday) to do an inspection and test on a house in the wilds of Essex for a house purchase.
This one was a special request as an EICR carried out on behalf of the buyer was rejected by the mortgage lender. The EICR, I am not sure that definition can be used in this case, was sent to me for comment. No schedule of inspections and no schedule of test results. No wonder the lender rejected it. The outcome was "satisfactory " an unspecified C3 and an FI also unspecified.
When I arrived at the house the lady of the house immediate observation was, " Why have you got a ladder the last person did not have one". They were in fact a set of steps." Then I don't know why you are here again as the last person said it was C3 which is satisfactory. I said I the last report was not accurate or complete. Then the bombshell, " He said "All of his reports were satisfactory C3 because as he is not qualified and can only give out C3 reports". Clearly our inspector is unaware of Regulation 16 of the EAW 1969 then?
I asked how long was he in the house and she said," ages as he was checking the windows and doing the survey". Hope he was competent on windows and structure!
Oh yes and she said he did not go into the garage where the supply, meter and consumer units were as the door was jammed shut at the time.
I thought I had heard all the excuses for drive by fraudulent EICRs but this has to be the best.
Before you ask I found 21 non compliances, 2 C1s (exposed live parts), 1 C2 and the remainder C3s.
