3rd party qualified supervisor

As a recently qualified electrician with less than 2 years experience, but wanting to work as a sole trader, how do I find someone to be a qualified supervisor for my work?

The current implication is I either have to pay building control or be employed by someone who is registered with a CPS. 


Appreciate any advice on how I can continue to work and develop without having to be employed by someone else.
