It is a capacitor of a few uF in a box. As UK meters read KW not KVA anyway the saving will be negligible.
The real money is made by the folk with the nerve to sell them to unsuspecting punters.

There is a report here from some years ago of similar quackery, I doubt things have improved….
Considering that over half of my energy bill is for gas, an electrical device that can reduce my bill by 90% would be truly remarkable.
