Sounds like rather ill-informed someone with a large political axe to grind - (EVs have three pedals and a gear stick - do they now? - any why is the signage in one of these supposedly Glasgow car parks all in German?).
There may or may not be a grain of truth behind it all (usually there is a grain at least) - but it sounds much more like typical local authority general poor procedures and unresponsive management than any issue with the EVs themselves.
