In the same speech he is tipped to announce a 9.5 million pound grant to speed up the building of a 20MW experimental electrolyser in Renfrewshire, to allow surplus windfarm leccy to be converted to hydrogen (it is this one). When running it will produce 8 tonnes of H2 gas per hour apparently. (or if you use it for transport page 31 of this report suggests that 15 kilos of H2 takes a single decker bus for 100km so ~ 6km per kilo or 150 grams per km.)
Not as silly as it may seem given that Scotland currently produces most of it's electricity from renewables, but cannot make that 100% unless it can store the excess that it produces to use at times of low wind.
