Do companies, especially smaller companies, know what to do and where to turn for help and advice. Is it a reactive rather than proactive response that currently happens?
There definitely needs to be more help for smaller business, many of whom won't even have appropriate staff (ie IT) to search for advice, let alone implement a strategy
