Type Test in LV Switchgear

I have LV Switchgears and LV distribution boards in a project.

LV Switchgear Spec:

Switchgear assemblies shall be metal enclosed, self-supporting and the complete assembly shall be of a design verified by testing as defined in IEC 61439 - part 1

LV Distribution Board Spec:

Metal-enclosed, fixed execution verified equipment, as defined in IEC 61439

Here I would like to have the meaning/interpretation of "verified equipment" / " verified design" and IEC 61439 clearly tells the meaning of "verified by testing".
