Does anyone know if there are different levels of maintenance? ie level 1 can change a lightbulb, level 3 can diagnose?
I am not too sure what you are asking - in general at least under UK law, with very few exceptions, anyone can do anything, they just need to be competent to do it.
However, many workplaces have some form of demarcation of roles, and associated house rules about who does what, and that may or may not be referenced to qualifications such as a city and guilds certificate or a pat testing course or whatever. These house rules may be the organisations own invention or more often their insurers.. (so you will not get a job on a building site without certain tickets, but that is not a legal requirement)
If this is not quite what you are asking then if you could clarify a bit more that may help.

Hi Mike, thanks for the reply. I am currently under contract as a level 1 maintenance engineer but both me and my colleague are doing tasks way beyond our pay scale. We are thoroughly competent to do the tasks but feel that we are being mugged off.
