The meters only transmit a fraction of a watt of RF, comparable to a mobile phone, and rather less than a decent walkie talkie of the sort used by the emergency services, but they are much closer to the receiving array than the missiles it is looking for, looking for so the signals limping in from the moving targets are pico or atto watts of echo coming back from each missile. The issue is of blinding the Radar with local signals, not launching anything.

    It is a variation of the father ted problem of small things near and big things further away. Range is everything in RADAR land.
