Ha! those potted transformers/ chokes have been running hot or the potting compound did not have enough hardener. It is non toxic and can be scraped off and put in the bin with other plastics, but probably safer to leave it unless it is getting into connectors or switches, but it is not an encouraging sign - it should be inside the grey boxes with the inductors it is supposed to protect..
