Why is my electric meter off?

Only my meter is off; totally blank 
 All other neighbour meters are on. Meter is located outside of the flat. I turned off today while I was at work. It was working fine in the morning, i.e. I had electricity. 
 Online I get only suggestions to top up, but I do not use top up, smart meter or pay as you go options. I get my bill every 2, 3 months and pay regularly. 
 P.S. I did report issue to utility provider.

right. That is the sound of an arc (electric flame) at a loose connection in either the box or the redlink ,and your fuse will be in that box. 
 I suggest you escalate that from 
 'I have a power cut' and they will come tomorrow, to 
 'I have an arcing sizzling fire hazard and I demand you act immediately' 
 In mainland UK expect someone there in an hour or two. Left to sizzle for itself this could easily set fire to the board . 
 The box of fuses is not the property of your metering company, but either of the local DNO or of a building network operator.
