I think they are trying to make sure that if you've bought a Ford EV, then you will know that every franchised Ford EV dealer will have a rapid charger on the premises. Which is good if you are some distance from home and need a charger.
But it's not great for the dealer - committing to run in a whole new power supply for one or more rapid chargers, with the cost that incurs, or be stuck in a market that will slowly die out over the next few years.
