The BSI is the usual source of standards in the UK (BS, EN and ISO) - e.g. https://knowledge.bsigroup.com/products/petroleum-and-natural-gas-industries-design-and-operation-of-subsea-production-systems-subsea-umbilicals?version=standard&tab=overview
It doesn't look cheap though. Many institutions and employers have licence agreements that allow their staff/students to access standards at a reduced cost though. I'm told that some public libraries even offer free access to their members.
