Guidance needed on interpretation of ATEX directive article 13, specifically self certification

I'm looking for clarification on the requirements of self certification, a supplier is quoting for an LEV unit, for extracting combustible dust has been self certified, with the unit rated for category 3 externally and category 2 internally. 

The below excerpt from the official ATEX 2014/34/EU guide shows the below flowchart. The equipment supplier is claiming self certification on the basis that there is no electrical equipment internal to the dust collection points.

The below middle flowchart could be interpreted as either:

  • category 2 equipment can only be self certified if it does not contain internal combustion engines and (internal) electrical equipment or;
  • category 2 equipment can only be self certified if it does not contain internal combustion engines and (is not) electrical equipment, 

I don't think this is worded well, additionally the internal combustion engines AND electrical equipment could be also interpreted that both are required?
