I have designed quite a few blocks of flats from low rise up to 2 x 40 story modular builds.
How many flats per floor and how many floors. Anything else to be. Supplied such as gym, laundry, shops etc?

The BNO network is un-metered and it is one of the jobs on the BNO to prevent abstraction by restricting access and locking the Ryfield boards.
The bigger jobs I have designed using bus bars have been supplied straight from a transformer in AWAs to a panel board with MCCBs protecting SWAs to the end feed units on the bus bars. The supply to the landlords bus bar is metered.

Not in UKPN land since they disowned the un-metered network inside the building.
No metering before the panel board, or on smaller installations a Ryfield board. Just done a design for a small block of flats. Supply head to main isolator to Ryfield to supply 6 flats. and a landlords DB. No meter before Ryfield.
Bigger installs say to 5 blocks of flats supply from transformer to panel board with MCCBs. MCCBs un-metered supply to Ryfields in each block via underground cabling. One supply for tenant's supplies then a separate supply for landlords metered in each block. Separate primary metered supply to LSS MCCB panel in different location.
