BS7671 and Public Houses & Restaurants

Is regulation 115.1 saying that BS7671 does not apply to public areas (such as bar areas) and business related non-public areas (such as catering areas) of Pubs/Restaurants, but can apply to private areas (such as living quarters) of such properties?

Not so much BS 7671 doesn't apply but the licencing authority may made additional demands over and above BS 7671's requirements. In the days before universal RCD protection of indoor sockets it was common for licencing authorities to demand things like 30mA RCD protection to sockets in 'stage' areas of pubs for instance.

I suppose in theory the authority could demand something that's below or incompatible with BS 7671 requirements, but I don't think that would ever happen in practice.
