A shock is the passage of current through the body. To get a current to flow you need a potential difference (a voltage). It would appear from the police officer who previously received a shock it occurred when he grabbed the pylon at the same time grasping the fence. My money would be on the pylon being live from a short from the flood light on top to earth, the fence sitting at 0V from contact with the ground.
I am very concerned given the police officer's account that nothing would have appeared to be done in the form of a proper investigation given his description of events.
