Double Insulated Singles below 25mm on tray/free air

Does anyone have any idea where singles below 25mm are not included on table 4D1A  on tray or free air as the below screenshot?

    The study and measurement campaign used to get those figures never bothered to measure it .?

    And open air singles are only really used for chunky sizes, where a cable would be hard to handle, and small sizes would be perhaps  more vulnerable to damage.

    You can safely use the clipped direct figures and know you will have  at least  5-10% in hand.
