Fuse Protection of Power Transformers

What do others think of protecting small to medium power transformers with fuses? Has this ever in Europe?

In some cases you can use both fuses and circuit breakers for full protection, the fuses being a back up if the circuit breaker fails due to a very high fault current for example.
