Nope, brand new from a reputable (national) supplier - and fresh stock to them too if the delay in delivery was anything to go by.
I hardly think that we can blame IET for describing a kitchen sink as an "appliance".
The word "appliance" is probably one of the few I didn't take exception to - if I recall correctly the water regs regard water as having been "used" as soon as it's drawn off - hence a sink would be a water consuming device - so logically would be an appliance in water terms.
