HV switch room isolating facility - mandatory requirements

Can anyone tell me in a private HV switch room that is fed from a DNO switch room is it a mandatory requirement to have the means to isolate the incoming DNO HV supply via an emergency stop for example, I believe it is but can’t seem to find the piece of legislation can anyone point me in the right direction.

    We had this instance on a project I was on where we had a RMU feeding a private HV room in the basement. I've copied a section from the guidance I was given; 

    A remote trip facility shall be provided in accordance with Regulation 12 of the Electricity at Work Regulations (Appendix D) to enable the customer to open the UK Power Networks’ circuit breaker in the event of an emergency unless the customer positively opts out. Notification of this opt out shall be received in writing and included within the project file and archived in accordance with UK Power Networks procedures.


    So all being said I do not believe that it is mandatory. The DNO should be able to remotely isolate if required. (our client opted out)


    I note that we did have an emergency trip switch arrangement in the private HV room
