I just need a bit of clarification, as I’ve had mind blank?

If I install some outside lights, but can’t feed them from the original lighting circuit, but just add another cable to current 6a MCB, is this still classed as a ‘new’ circuit or an ‘addition’ to the current circuit and therefore covered by the minor works certificate?

It's an addition - see the definition of "circuit" (page 26). Basically, one MCB = one circuit.

The type of certificate has nothing to do with being notifiable or not.

Well if you are putting it on the same breaker therefore the same circuit purely in order to avoid notification then a bit nawty, if you were putting it on the same circuit for other genuine reasons then ok. All in all it does highlight some daftness in the way Part P works
