IP2X within control panel

I had a concern with a control panel supplied to us by one of our contractors. 

The main switch disconnetor is interlocked so everything downstream within the panel would be isolated when the door is opened.

Naturally the live side of the main switch disconnector though would remain live. So far so good.

However the incoming main switch disconnector terminals were not, in my view, adequately protected against accidental touch. There was a perspex shield directly in front,  but it was not properly sized to prevent someone putting their whole hand, nonetheless, directly onto the live connections. 


I raised this as a defect, which the contractor argued against, but they eventually agreed and installed additional Perspex shielding which resolved the issue.

Now they have put in a compensation event and are trying to charge the client for fixing the error on the panels that they manufactured themselves. 


I am trying to bat this CE away, and my argument is the panel should have been IP2X to start with.

My evidence is BS7671 Sec 416 Provisions for basic protection and EAW Regulation 4, 7, 14


What I have failed to find so far, is any BSI standard which specifically mentions IP ratings for the internal components of a control panel.

Can anyone help me with this, or give me any advice to help my case, or indeed tell me I am wrong, if I am mistaken.

    I downloaded that BS 60204 last night (have free downloads through the HNC I am studying!) and found that relevant section.

    To my disappointment the PM has decided he is going to pay the contractor anyway, £700 to fit two pieces of Perspex!!
