Earth bar test links

I've been looking at an earthing schematic from a recent hospital installation and noted that the main earth bar was equipped with a test link, but the main LV panel earth bar wasn't.

Can someone explain if this is correct as I expected to see test links on both?

    Thanks Andy

My example was a hospital, but I've seen this many times and only just queried why it is. Seems that the main MET bar requires it, but not elsewhere.

Also many moons ago I remember that distribution boards in risers had a separate earth bar which connected to the local vent, domestic and heating pipework on that level. Haven't see that for along time now. Presumably it was regarded as overkill.
