The collection at the IET library (mentioned by John) is complete, at least in having all the main editions (not so sure about small updates that might have happened). It's worth browsing if you happen to be near Savoy Place during their opening hours .. good views out to the river from a comfortable library, and it's interesting to see the development in the regulations. The picture below is just the earlier ones for the century up to 1980, after which they moved to the familiar big pages. Note the pile at the right, which is much of the ~1920--1960 range. I went through the lot a few years ago to check some how some details had changed. There are also some separate sets of regulations for mines and ships.
The library is lovely with lap top hire available as well. I particularly liked the locker hire facility at Savoy Place so that you can dump your stuff and go site seeing, and the food is wonderful in the cafe.
