So, a Rent-a-roof company cannot claim payments on a PV system that doesn’t work?

As I understand it yes - certainly I'm paid on the FIT according to what my generation meter clocks up (and if I miss a quarterly deadline for submitting a reading, as I did once, I get paid nothing for that quarter (although it does get carried forward to the next quarter so I wasn't out of pocket in the end)). As long as these companies are on the same kind of FIT scheme as the rest of us (and I know of no others) then if the kWh generated is zero, then payments will also be zero.
