I don't find these dangerous at all and have never heard of anyone getting any kind of belt. You cannot via a 470k resistor, but then it could go short circuit if the world ended! Otherwise not a problem. It is about as likely as the PVC cable you are holding suddenly becoming conductive. I really don't know where this comes from, certainly, CK in Germany still supply them in sets. Probably a case of the 500W kettle saving energy. WE have now left!
