In reality you'd go and look at it and talk it through with their folk, because there is all sorts of stuff you need to see like access for big drums of heavy cable, where you can turn it off and lock it, (and related to that where is it metered) the best cable route, length (and so volt drop and cable size), etc. then do they have the budget, and is this really what they need for their application - academics can be miles off in what they think is a sensible supply rating.
But for an exam they are probably wanting you to ask for thinks like plans of the existing and proposed installation, the means of protection, the PSSC and the earthing arrangement. And then all the other things you need to know so you can decide cable length and type and what kit they need at each end of it.

Lol .....It actually reads as an assignment question. Its not as though you'll be distracted by your mates down the pub. So I agree with Alan put your thoughts about how you might approach the problem and there will be at least half a dozen experts that will lead you down the path of right answers....
