I have found 30 mA versions, that’s why if I cannot see a rating label I put the tester on them to see what happens and some fo work.
As to what is behind a locked door, there’s only one way to find out.
The Crabtree P60 current operated earth leakage circuit breaker that looks like yours in your photos in a grey/cream insulated enclosure could be obtained with or without overcurrent protection. It was rated at 60 Amps max.
It was called a High Sensitivity Current Operated E.L.C.B. The 1975 Crabtree catalogue states a sensitivity of 25mA. I have a version of it that has a label stating 30mA sensitivity.
My version is the one with an electronic amplifying principle module. It is on the right and is brick shaped and coloured black No coil can be seen.
Back in the mid/late 70s the unit without the overcurrent protection part cost £27.85 each. It was list number 13000/25.
