Why was IEC 61200-413 withdrawn? What was wrong with that standard?

    it not a standard as such, more of an explanation of the assumptions about shock voltages and body impedance used in other standards. Like ll IEC output it is/was priced at a level that almost no-one has a copy..  ?

    Similar info is here   that too may be a copyright breaking copy..
