When I was in Brazil for a bit there was lots there rather like this as well. I think as things get warmer the general attitude to risk changes, and it seems in practice there are not that many accidents, as folk are more self aware. Like that one, lots of mains with twist and tape joints in strange places, the funniest being extending the lead of a chiller-drinking fountain in public park, where the extension was 2 core, but the chiller had 3, so the earth was pinned under a woodscrew and rawlplug. Given the reversible plugs, that is probably better than taping it to the neutral, but not a lot.
