It somewhat makes a mockery of the insistence upon having regular I&T because where is the risk if the whole installation is denergised for long periods of time?

I think that you are behind the times.
My boiler timers have built in batteries so loss of power is not an issue.
Really old-fashioned VCRs may have had to be reset on loss of power (or summer and winter time) but I do not think so nowadays. My (gas) oven does not have a clock.

IIRC, when I was a boy, the electricity, gas, and water were all turned off when we went away. I don't think that it was unusual.
It was in our house, for the summer holidays. Not many people had a winter holiday, but houses froze up whilst people were living in them!
