In the UK I guess we never had many outdoor socket-outlets, but as their use increased, the requirements for additional protection by RCD became more prescriptive - and hence you have the disconnection time you need.
It's also fair to say that in the UK for work purposes, especially construction-site and similar, we've had the 55-0-55 RLVS (reduced low voltage system) which has covered non-domestic applications. It's not used in other countries as far as I know.
