The problem with many charities, Not for Profit, etc organisations is that they often become organisations running for the benefit of the executive rather than the original purpose.

You could be right there. Non profits with any sort of regulatory role need very strong independent oversight, or they end up being self-serving and run for the benefit of their management.

The registration scheme in England should be abolished.
It is so far removed from the original intention of regulating ancillary trades, that it is meaningless and virtually only requiring registration for anyone 'replacing consumer units'; the other two notification classes being easily avoided.
