I cannot imagine very many of the public have ever even seen this kind of board. Ir is only dangerous to those who have tools, ignore the danger notice on the door, and do not understand the contents. In other words, this is another case where you are protecting (or otherwise) incompetent idiots. That is not and never has been our duty. It is fundamentally impossible. Certainly, the person who removed the normal safety screens, presumably because they might have contained asbestos, is responsible for a serious reduction in safety contrary to the EAWR and therefore criminal. Asbestos cement is not dangerous unless abraded, the risk is, therefore, zero, and no excuse for this behavior. The asbestos register will name the person and they should be prosecuted. However, I think the degree of actual danger is very small to any qualified person.
