Banding as fire clip?

Do you think steel banding like this is adequate as a fire clip? Screwed and plugged to masonry or screwed to timber.

    Plastic wall plugs can fail quickly during a fire, long before the general mass of masonry gets hot. The metal screw conducts heat into the plastic.

    Fibre survives better.
