Onsite-substations

Hi,

Just wondering for onsite-substations are they property of the DNO or the site owner? 

How would  the supplies be worked out? For example, will the DNO provide a supply point coming out of the substation with a fuse cut-out and meter ready to be connected to a panel board etc?

    Also why don't they make cut-outs for greater than 600A supply. For example, this scenario where it can be upto 800A. I am assuming the blue line is the service cable coming into the customers property.  How will the meter for the energy supplier get connected ?

    Or as mentioned by others above, the metering will be done in the DNO owned/controlled bit?
