Is there any reason a circuit fed in t&e, protected by an RCBO,  can not be clipped to a accessible surface feeding a socket

    It would be nice to know a little more. There is no electrical reason, but it would not be suitable if the cable were at risk of mechanical damage. It isn't very aesthetic, so I wouldn't want it indoors, but fine in a garage or workshop.
