Earthing to EV Feeder pillar

Hello, I have a question about earthing an EV Feeder pillar located outside.

We have an incoming supply to new feeder pillar from the building (which is in TN-C-S configuration) fed by BS-88 fuse 200 Amp TPN size. Off the feeder pillar we will be feeding new rapid charger rated at 160 Amp TPN - now the charger doesn't have inbuilt RCD nor O-PEN device therefore we need to put RCD on the feeder pillar (since it's 160Amp TPN I am putting an MCCB with Earth Leakage add on) plus an earth rod into the ground and do EV charger as TT. 

My question is does a new feeder pillar need to be on it's separate earth and in TT arrangement or can it be connected to earth coming from the building (TN-C-S)? Guidance from London Council in the link below and page 18-19 indicated I would need a separate rod for feeder pillar and I would need to disconnect it off the TN-C-S so just wanted to see with professionals if that's correct arrangement.   • You need to segregate the new TT earthing system for the pillar and charger from the building earth system. This is to protect against the issues that may arise from a broken neutral on the (likely) DNO PME network. This is clear in the IET COP.
