Auto tap changers

Hi all I've recently been reading that sometimes DNOs  deliberately put 132 and 33 Kv transformers on the wrong tapping  to deliberately reduce the voltage on the network to help reduce the load a bit does this happen much? I knew they did it in the early 70s when there was power shortages but I can't believe they still do it now.

    I wonder if it's more to do with the load transfer settings around the country.
